This is a matter of concern. And it's been discussed for a long time.
In theory, yes, but legally, no. IV is outside the scope of a phlebotomist's license. To be qualified to start IV, you must be an RN(in some states they will allow LPN to do so) or a paramedic.
IV is one of the basic nursing skills for nursing students who can learn in nursing schools. But while working at their nursing job, they should have been registered as nurses. Otherwise, they still cannot do this for patients.
But what does a phlebotomist study?
Phlebotomists study communication, basic anatomy, and techniques for drawing blood. You also study the beginning skills of a Laboratory Technician, which include the tests that are run on blood and other body fluids. This is key for knowing which type of tube to put specimens in and the best way to collect them. For example, some tests require the sample to be put on ice immediately after drawing. Other tests require the specimen not to be exposed to sunlight.
The course on Phlebotomy also usually includes a "clinical" portion. This is where you go and actually work in a hospital or lab collecting specimens. Drawing blood is actually easy to do, doing it correctly is an art form that takes practice.
What does a phlebotomist do?
A Phlebotomist can only draw blood, and collect a few other voluntary specimens.
The blood draw technique is also one of the nursing skills. Before nursing students become registered nurses, they usually need to practice drawing blood thousands of times with the Venipuncture IV and Phlebotomy Practice Kits. Even after becoming an RN or LPN, they still take it to refresh their nursing skills.

So the nurses can start blood drawing, the work of a phlebotomist. But the phlebotomist cannot begin an IV, though it seems that it's just placing a needle into a vein, and gravity or a machine does a rest. Indeed, there are differences in different locations. If you have been a phlebotomist, it is easier for you than others to study IV. You can find a nursing skill practice model instead of a real person or patient to learn basic nursing skills.
